    Excellent question! The sample consisted of "published opinions of Title
I appellate rulings from 1992 thru 1999. The lowest was $21,695(10th Circuit)
 and the highest was $28,109.(2nd Circuit). In the 2nd Circuit 41% of the
rulings were
favored PWD's. In the 10th, 30% favored PWD's. What is mind boggling was an
average of 26% of all rulings favored PWD's. Not a very good batting average!
