Subject: Economic Bias of Federal Judges in ADA Title I cases

I just read a fascinating article on ADA Title I(Employment Discrimination)
cases. The author, an economist theorized that in Federal districts with
lower mean incomes, decisions would be disproportionately in favor of
employers. The theory being the poorer district had pro-employer bias, in
order to encourage economic development. The theory was supported.
