I suspect that it depends on where you live. Here in Raleigh (NC), the city's
web site has a page on the subject, including an extensive list of various
organizations that can put old systems and components to good use. (See
http://www.raleigh-nc.org/sws/recyclecomputers.htm) I'd contact your local
solid waste people.
