This is a terrible tragedy, but I have a couple of questions:

1) Does the boy have a sponsor in the U.S.?  Immigration laws state that if you're an immigrant seeking entry into the U.S., you need a sponsor.

2) If he is so severely retarded, how did he manage to get all the way from
Guinea on his own?

I do think the INS needs to reexamine its policies regarding children,  disabled or not.
