The National Park, Service Rivers, Trails, and Conservation Assistance
Program is what you want.  See http://www.ncrc.nps.gov/programs/rtca/.  They
provide technical assistance to local non-profits through their regional
offices, including information about funding sources.  Rails-to-trails
programs are one of their specialties.  The website has the local contact
info for the southeast region.  Although I haven't worked with this program
directly, I've met a few of these folks in Washington and other regions, and
they have all been extremely competent, knowledgeable, and dedicated.
