For Calif, go to:

Select 1999-2000 session, Assembly, and search for "422". This will get you
to the legislative history of AB422 with links to the text of the
legislation at various stages.

Curiously, the Texas School for Blind & V.I. has the text of the New York
legislation:

A further search on www.tsbvi.edu should lead you to a lot of other useful
material.
