All AMD and Intel CPUs require heatsink with fan, while AMD CPUs won't s
"stay alive" without fan, Intel simplely doesn't work (but without damage
CPU), there is only one brand that runs without fan - VIA C3 processor.  It
is socket 370 CPU which runs at ultra low core voltage and really cool (max
12w of heat).  It is not a powerful processor, however, since you don't need
high performance processor either, so it is perfect for your tasks. it can
do all those things you are planed to do, with reasonable level of
performance (but still overkill for what you wanted it to do).  And as far
as I know, it is realiable and Linux compatible.

I also recommend you too get cool video card and cool hard drive (so Seagate
is not on your list this time) since I understand that you want to kill the
noise as much as possible.
