I've had a similar problem, the solution for my case is to make sure the
DirectCD application is running. It controls the CD tray so that it can
"lock" during the burning. If it is terminated while the drive is locked
then the drive will not open from within windows.
The solution would be to find your DirectCD EXE file (mine is
directcd.exe) and start it up, then try to open the tray. This app
should be set to start on startup (put a shortcut in c:\windows\start
menu\startup ) if you plan on packet-writing (drag and drop) to a CD
frequently.
