NT (including Win2000) Loader ; the earliest real file to be loaded in
the NT boot sequence, if I remember correctly.
Windows files do just fine without extensions; the only time you
really need an extension is if you want to associate a file with
another program, or if you want to tell Windows itself or some other
program something about it, for example, that it's an executable.
NTLDR has only one use, and the MBR tells Windows everything it
has to know about it, so it doesn't need an extension.
