since we're into expressing opinions about whose is the responsibility for
making a survey, or anything else, accessible, here's mine.

both the vendor of a product and the purchaser of that product are
responsibile for making sure people can use it.

If the builder of a web site chooses to purchase a survey product which is
not accessible, then he has clearly stated that either he didn't
think about that, or he doesn't care.  Using the excuse that the survey product
he purchased isn't accessible is a cop out from his responsibility.

On the other hand, the vendor of any product should not use the excuse that
nobody has ever asked for his product to be accessible.
Particularly in the case of a web based product, the means to
accessibility are public information, not particularly difficult
to implement,and should be well known.

Again, there are only two excuses, I didn't know or I don't care.

The responsibility must be shared between vendor and purchaser.
