I don't know of any cell phones that are completely accessable.  By that I
mean a phone that a blind person can use all of the features without
assistance.  However, if the only thing that you want to do is make phone
calls, almost any phone is ok.  As long as you can use the standard
touchtone keypad and learn where a couple of buttons are like "send" and
"end," you should have no trouble using any of them.
