First, I would try removing the drivers (I can't remember, but I'll go as if
win95 is the same as win98, sorry, long time ago),
go to start/settings/control panel/system/device manager.
Click the + next to the mouse to open it up, and highlight it and then
remove it. Restart the computer and it should reload the drivers.
If that doesn't work, try turning the computer off, and pulling the mouse
connection out of the back of the computer and re-insert it, and then try
the computer again.
Failing that, try a new mouse, I've had similar problems to you with mouse
that are not very old.
