I've encountered this many times (usually on older systems), and have
always attributed this to older cdrom drives or corrupted cdroms
(scratches, etc).  What I would do is create a directory named win98 on
your formatted HD, and copy just the cab files from the win98 folder on the
cd to this directory.  You may need to do this piecemeal as you may
encounter problems copying large chunks of data at a time.  Once all cab
files are copied, run setup from the HD.  Another advantage to this method
is that you'll never have to have a win98 cd on hand whenever windows need
files for installs (just point it to the win98 folder on your hd)
