  These are different terms for the same thing.  A static/fixed
address is assigned and configured locally, and doesn't change.  The
alternative, a DYNAMIC address, is handed out by a server, and the
same client machine might get a different address each time it
connects.

  SYmantec makes -- or used to -- a product called "Mobile
Essentials" which included the ability to select amongst various
network configurations at boot time.  A minimalist version (I think
max 5 profiles, and no way to rename them) is/was available as a free
download from Symantec's web site.
