I don't understand your question.  You've already installed Win 98 SE, but you are unable to get a DOS prompt during the boot up of Windows?  Or it freezes after the Win 98 logo screen with a blinking cursor on a dark screen?  You would not get a DOS prompt during the boot if Windows is properly installed, but if it freezes up after the logo and does not continue to load Windows, you need to reformat and try again.  Please provide more details about what you are looking for, at what stage of the boot, and at what stage you are seeing the blinking cursor.
