What happens when you type in A:\>format C:?

>I bought a used harddrive(WD 20GB UATA 100/7200rpm) from a friend and cannot get DOS to cahange from A:> to C:> for me to be able to format it. Im using a win98SE boot disk and it worked the first time i tried it, but i done something wrong and shut down to start over and now this is the problem im having. Please help.....i'm stumped....
