I am running two Dell Dimension 4100.  One has Win98se and one has
WinMe.  The Bios is accessed the same on both systems.

Start or restart your system.

When the blue Dell logo appears, press the DEL(Delete) Key immediately.

If you wait to long , you have to wait until the desktop appears and try it
all over again.

Notice:  Unless you are an expert computer user, don't change the
settings.  Certain changes might make your computer work incorrectly.
