One approach might be removal with solvent based (no caustics) paste
consistency non-toxic stripper like Peel-Away 7.  It is relatively easy
(that is, not on a swing scaffold but otherwise) to contain this removal
method following usual lead abatement procedures re: enclosures, clothing,
respirators etc. Then you could assess the condition of the lead coated
copper underneath.  Perhaps it shouldn't be painted anyway.
