When you say you can reboot with software, do you mean keying CTRL ALT
DELETE in DOS forces a instant reboot correctly ?
So the only thing that isn't working right is the reset switch and
sometimes the power switch?

  The PS switch not working sometimes is normal. It is a signal switch
...not a direct power switch That is why a good quality PS has a direct on
off switch on the back of the actual power supply. You can do the same
thing by plugging the PS into a switched tap line. When you turn that off,
you know all power is OFF, where as if you turn the computer switch off (
which is a signal switch)   the 5 volt line is still hot.

Your Reset switch should always work. It works by shorting the reset pins
on the motherboard. First check your signal wires for continuity. You
should have momentary continuity at the female end of the appropriate
jumper when you press the reset switch or the Power On switch.
If the switches and the wiring test out OK then suspect the BIOS or the
Power supply.

This is your second board so the odds of this being anything to do with the
motherboard is very, very small. But you could use the CMOS jumper to clear
it and then set it back up....check your ABIT manual to learn how to do
this. After that swap the PS out and see if that helps.
