The sigma CATS system which is a subsection of S.A.P. is definitely at
least one of those inaccessible parts.  Unfortunately the United States
Navy was allowed to get away with more than the State of Arkansas, or
maybe fortunately.  All of Navy Marine Corps Information technology
positions are going to be put onto the N.M.C.I. contract anyway and I'm
certain all of that will have happened long before the next 15 years has
passed.  One of the consolation prizes is that the highest ranking
civilian on the base where I work who is sighted can't do his time and
attendance so has his secretary do that for him.
