Start over. Remove both drives and the ribbon cable. Make sure the jumpers on each drive are set correctly, master and slave. If you have a Dell, you may need to use cable select. Then make sure you connect pin 1 of the ribbon cable to pin 1 on the mobo plug. As you reinstall the drives, make sure you are putting pin 1 on the cable to pin 1 on both drives. If it doesn't work after that, your proposed slave drive has a problem or the ribbon cable is bad where the slave plugs in.
