The only upgrade CD that could not be used as a qualifying product, nor
could you do a clean install with it, was the Win98SE upgrade CD that you
could purchase from Microsoft for $20.00.  This is not the same upgrade CD
for win98SE that was packaged and sold in Retail Stores. That SE CD was a
fully enabled CD of the operating system. and did not require Win98 be
installed first.
