I can answer this one as a Benefits person.  If a company offers LTC insurance to all of its eligible employees, that means ALL employees.  Disabled employees cannot be excluded at this point.

However, if a disabled person should waive coverage when first eligible, and then tries to sign up for it later, there will usually be an "Eligibility of Coverage" certificate required and a medical exam required.  So if a person has a disability that would affect their health, coverage may be denied at that point.

I remember two cases in my company in which employees waived coverages under Long-Term disability plans when first eligible.  The first one later got AIDS and by that time, could not get coverage under the LTD plan.  The other, who was disabled when first hired, waived coverage, and then was laid off two years later. If he had been covered, he might have been able to get benefits for 18 months and thus be covered under our group medical policy at the group rate, but instead had to pay full COBRA rates.

The moral of all this?  Find out all you can about your benefits and sign up for everything you can. Never, never assume you won't need them.
