This has to be done by a burning program that supports making Bootable CDs.
Bootable CDs are created using the so-called 'El Torito' specification.
This is an extension of the ISO 9660 standard which controls the structure of
Data CDs"...

IBM, and  Phoenix Technologies started it...

It is regretably in Microspeak...

The Nero (burning) help file is at least as good as the MS KB above, but Nero
is more clear...
