Hi,

That boot up message is from the BIOS.

There must be a card in an ISA or PCI slot that is conflicting with the
COM port setting and IRQ.  Try removing any and all Cards and see if you
still have the message, then put the cards back one at a time till you find
which one is causing the problem.

If all cards are removed and same message, check that the bios is set
properly, ie only 1 com port at that address and IRQ and disable the 2nd
com port if not needed.

or

If in windows, check not just the com ports, but what other devices are
using the same IRQ's in the Device manager to narrow down your search.
