The "best video card out there" and "PCI" do not belong in the same sentence
together.  IMHO, the unquestionable winner for best video card is the
Hercules 3D Prophet III Geforce3 64MB.  However, if you must use PCI, click
the following link:

This card is based on the Geforce2 chipset, whose only rival (but in my
estimation only a close second) is the ATI Radeon card.  I am not
recommending the vendor this link takes you to.  It's just the first place I
found the card.
