Have you tried booting the computer in VGA mode. The courseware
I am taking in pursuit of the W2K MCSE suggests that as the next
troubleshooting step, particularly in the situation described in your
paragraph about the video card. (And video drivers have been
notorious sources of Windows problems.) The recommendation is
to startup in VGA mode, log on as Administrator (so you CAN install
drivers, hardware, etc.), and install the latest (hopefully certified for
W2K) video drivers for your hardware. Shut down, then try restarting
the computer using the new video drivers.
