  I don't think this can work, for two reasons:

1.  The soft power-on circuitry in ATX keeps track of whether it is
switched on or off -- I recall one motherboard where a BIOS error
meant that an external power down while the machine was on required
opening the box and unplugging the power supply from the motherboard
before the power switch would work again....

2.  Many machines distinguish between "power switch pressed" and
"power switch pressed and helf for >4 seconds".  A jumpered switch
will look like it is being held forever -- if the board doesn't wait
for the switch to be released, it still may not do what you'd prefer.
