Hi Ron.

Sorry to say that I think the IC-290 is going to be a rough one for
you.  It had only 5 memories, which were not backed up with a lithium
battery, and the radio really pre-dates the widespread use of speech
synthesizer technology.  There were two versions of this radio that were made:

the IC-290A which was a 10 watt radio with a red LED display, and

The IC-290H which was a 25 watt radio with a green fluorescent display.

I used this radio while I was still a pretty good partially sighted
user.  I actually owned two of these radios--both IC-290A's and the red
display was actually one of the better red displays--infinitely easier to
read than the Kenwood TR-9000 display.

As I recall, the memories only stored frequency information, but not mode.

In it's day it was a pretty good radio, but it would be very very difficult
to adapt for a totally blind user.
