My initial thought is the power supply is the culprit.  I think that it
hits the internal fuse of the power supply and then needs time to reset.
I would try another power supply if you can get your hands on one, or go
to a buddy who is a computer junkie/parts hound/guru/etc, and see if
they can help you test it with another working power supply.  DO NOT
open the power supply and try to check it out yourself.  They carry
dangerous amounts of built up power inside!!Otherwise, bring it to a
computer repair person and place it in their lap.  Post the problem when
it is discovered.  Take it easy

Similar thing happened to me recently. Pull the mobo battery and leave
it out overnight, then see what happens.  This worked for me, whereas
