Here is a link I recently found to an old MS NT 3.1 resource kit file,
DELPART.EXE
Delpart (delete partition) was meant to remove NTFS partitions from hard
drives, something fdisk couldn't do in win9x. It effectively leaves the
hard drive looking like it has never been partitioned, which then allows
fdisk to work properly. It does not erase the data so don't use it for a
security cleanup. I have used it to remove Linux and Novell Netware
partitions. Its small, 127k, and I tested the link and it downloads
smoothly.

Look for the utilities "ZAP" or "WIPE" on the IBM site.
(Or with Google.com)
These will erase the first 128 clusters, or the entire hard drive.
You can then start from a "pure" drive. (No FATS, MBR, Partition Tables,
etc.) (Wipe "might" only "do" the first two Gigs. since it is a very old
program.)
