WIC is mothers With Infants and Children. They help low income families with
food items such as milk, cheese, tuna, baby cereal, concentrated juice,
formula, etc. ADA is American Dairy Association. I've been told WIC is payed
to promote dairy products even with vegetarian families, because it's
helping to keep the dairy industry in business. This certainly wouldn't be
mentioned on the news, of course.
