I did a search on the net for subject line and came up with an email address for the Smith Kettelwell Rehabilitation Engineering Institute in San Francisco where the Braille Technical File was originally published.  It is the librarian belief that the articles are still available and has referred my inquiry to the publisher for his response.  I will let   the list know of the results of this inquiry, however if there is a charge for this information, I will direct you to your own purchase of the same.  that is only fair to the publisher.
