I am interested in using the e-books available from golearn.gov

These books require the RovReader software available from rovia.com

Since I use JFW and encountered a     "silent screen" , I'm guessing the
software presents a graphics image of the p-book's pages.

What e-book reading software is compatible with screen readers?
  I recall the MS Reader would work if the publisher did not de-activate
blind access.

Is it possible that the files prepared for RovReader might be viewed by
another package?

I am a federal employee and have asked for help by e-mail.

What solution would be required by Section 508?
