it is a java app so you need a screen reader that supports java and the
accessibility bridge from sun.  In addition, I think there are some mods
still to be made for it to work well and there are still some screen
reader issues to work on.

graphics to be adjusted by individual users -- allowing for text
on-screen to be adjusted from 4 point to 144 point size on demand.

  The Open eBook Reader (OeB) is designed for low-visioned and blind
users, as well as the fully sighted. There will be no additional charge
to the publisher or end-user.

  The eMonocle application can open any OeB publication without
modification. And publishers will have the freedom to build a variety of
content files that can be read by any user operating the application.

  Installed as a downloaded application, the Reader offers standard
features of word and phrase search with either keyboard or mouse
commands. There is no scrolling, but the pages mimic a page turning. In
addition to enlarging graphics, they can be rotated to fill the entire
screen. And they can be adjusted to larger than screen size for full
detail disclosure.
