The CPU fan should run from the time it is turned on
Have a look at the socket for 2 tabs one on either side of the socket this
is where a fan should mount, the fan sits on the cpu but the bracket clicks
into the 2 tabs to hold it firmly in place,
Do not run this cpu with out a fan as you will risk damaging the cpu even on
short time running, an AMD Duron 900 takes 5 seconds to heat
up to 32degress celcius, it is the first bit of heat that kills it

Please try and get a fan on it as soon as possible, if you can geta ahold of
a fan that clicks on via bracket yes invest in thermal paste,
It is not a great idea to use Superglue as this may damage the cpu
