I am running Windows 98 SE on one of my machines, and when the computer is
booting up, I get the familiar "ding" and the message that Windows cannot
find the encmon.dll file.

Here is a bit for the encmon.dll and should help fix it.

INSTALL CAUSED INVALID PAGE FAULT IN ENCMON.DLL
Cause - File Corruption - Network component

START + SETTINGS + CONTROL PANEL + NETWORK

     Highlight Client for MS Networks
     [REMOVE]
     [OK]
     [ADD] [CLIENT]
     [Microsoft] [Client for Microsoft Networks]
     [OK]
     Restart computer
