Unfortunately there is no equivalent for msconfig in windows 2000 and I
am not that familiar with XP to comment. A good tool that is Freeware is
Startman. It works with Windows 95 through XP. Follow the enclosed link
to download a copy. This utility works much like msconfig start up in
that  it tells you what is running and gives you the option to disable
any program that is running.
