I,m building a pc for a friend:AMD Athlon XP 1800 (1530mhz)

All installed perfectly, went into bios, still no problems. I rebooted to install Win ME, I noticed the system was reading the processor as 11
50mhz instead od 1530mhz. I decided to continue loading Win ME and on completion, reset the JCK1 jumper(cpu host clock)from 100mhz to 133mhz. I did this, then went back into bios to verify the settings and 3/4's through the system froze. Sometimes I make it all the way through the bios, then save changes/exit, when it reboots, it freezes (I'm not 100% sure, after checking memory). The following is what I have tried: Pulled the mb battery to clear cmos, cleared cmos with the JBAT1 jumper, checked everything,ribbons plugs, power,cards, all components, removed the new ram and tested with my own, removed everything (except cpu fron mb) and checked under mb for possible short, reinstalled all except sound card and addl usb, double checked everything is seated properly. Still the same problem. I don't understand, I originally went through bios, installed Win ME without a glitch, and to my knowledge, all I did after that was change the JCK1 jumper.
Worth mentioning, I do not touch anything without my wriststrap on. I hope you can help. Thank You
