After posting my question regarding problems with my Laserjet IIIp I did a
Google search and discovered:

Their archives had all the hints I needed to discover the problem was with
the surface condition of the feed wheels.  I cleaned them thoroughly with
alcohol and that solved the problem.   I put someone else's cartridge in and
that seems to have temporarily solved the horizontal band problem.  I also
cleaned all accessible contacts in case there was a problem with these.
Right now everything is working well.
