I think I can take a stab at this.  I work with a lot of children who have
neurological difficulties ranging from very subtle to pretty devistating.
A lot of these children have genuine problems controlling their emotional
state.  My guess would be because cerebral palsy is a neurological insult
somewhere along the line, the brain for some people may have problems
regulating emotions.
You see emotions and arousal states have off and on switches also, just
like our muscles do (of course, I know you realize this is a simplification
of the process).
Just a thought.
