 I've heard this but have found nothing to confirm it. I do know that the
 WIRELESS FOUNDATION   <http://www.wirelessfoundation.org/12give/index.cfm> collects phones.
"All CALL to PROTECT phones are pre-programmed to dial 911 and usually one or two non-emergency numbers like a domestic violence shelter. Free emergency airtime is donated by members of the Cellular Telecommunications & Internet Association (CTIA)."

I've heard that if I have a cel phone even if I'm not subscribed to
anyone's plan for so many minutes for so many dollars I can still dial 911
and it will work.  Is this true?
