Did you reinstall Win 98 SE?  If you made no other changes (i.e. mobo), all the USB support stuff should have been installed with Win 98.  What does device manager show under USB?  Any yellow exclamation points?  Check you BIOS to see if USB has been disabled.  Ports can go bad, but you don't really see it that often.
