I made sure "never dial a connection" was checked, and I unchecked all boxes
on the dialog box for LAN settings.  It could not connect.  I then checked
the box for "always dial my default connection". It was able to connect by
dialing.  This is not the most convenient way to connect.  Any clues why I
can't connect without dialing like I was before?

You can try going to IE's tools/internet options/connections tab/lan
settings to see if the auto detect proxy settings is checked. Uncheck all
the boxes on that dialog box to see if you can connect. Make sure that on
the first page of that connections dialog that "never dial a connection" is
checked before you go to Lan settings.  If that doesn't work, get your
system administrator to set it up for you, as their settings may be unique.
