Only practical way to tell is hook up another monitor to the computer, or
hook the monitor to another computer.

If the monitor is entirely blank, no fuzzy lines or anything, no light from
the screen, then its more likely to be the monitor.

Most newer computers of similar platform, I.E. wiondws machines
have compatible monitor connections.  So pretty much if the plug fits it
should not do any harm to try exchanging monitors or computers.
