Interesting question.  For just downloading, you can use IE or Netscape.
start the URL with ftp:// ...  For uploading and downloading, that is
different.  I like NcFTP but I don't know how speech friendly it is.  But
is more powerful than  the standard Windows FTP client:

MS Windows:
ftp://ftp.ncftp.com/ncftp/binaries/ncftp-3.1.3-win32.exe

Mac OS X:
ftp://ftp.ncftp.com/ncftp/binaries/ncftp-3.1.3-macosx.dmg
