Here is my contribution.

1-As a former president of the AAM, the structure I inherited and which was
passed over to the 2001 executive does not give the secretary of AAM undue
increase in work load.  The increase in the secretariat work load came about
because the 2001 executive took over the function of an Ad-hoc committee.
That committee was THE AFRICAN FESTIVAL PLANNING AND IMPLEMENTATION
COMMITTEE.  It was a committee created by an act of the AAM congress but
quietly dismantled by 2001 executive. The 2002 executive is functioning
under the new arrangement without even seeking the approval of the AAM
congress.
My advice is that the Festival planning and implementation committee should
be restored as it was created some five years ago.  It will remove the work
over-load. As of now the secretary is acting as the secretary of the
executive and an ad-hoc committee.  Besides the secretary has a committee
over which he presides,  which should able to help him if he is over worked.
Unless again they are not using the official constitution. Personally there
is no reason for an assistance secretary as the AAM is currently consfigured.

2.. The reason why the vice president automatically succeeds the out going
president is to provide for the continuity of AAM. That provision came into
the AAM when members were slow in volunteering to serve. We held several
meetings in one year before Aliko Songolo could find a succesor. Now things
have changed. People are now coming to serve. THANKS TO THE AFRICAN
FESTIVAL. We either make it a two year FLAT  for every member of the
executive or leave as it is for the following reasons:
a-The present provision prevents the appearance of a sit-down tight
executive-the African political experience-dying in office rather than make
way for somebody else if one is  no longer productive..
b-It prevent the domination of AAM by any group. Others are encourage to serve
c-It clears the assocaition of a dysfunctional executive where members of
the executive are it each others throat for nothing.
d-We do not want a vice president who may deliberately refuse to cooperate
with his president to remain in an executive for another two more years.
That  vice president would have spent three years in the executive.
e-It also prevent an executive member who had made a sitting executive
dysfunctional from remaining in the succeeding executive.
Funny enough,  the present constitution was produced in Sebastian Wallang
apartment with Aggo Akyea as a member ( including yours trully ) as a member
of the committee.

3-The signatories to checks in all the organizations that I belong to is
that of the President and the Treasurer. Since the establishment of AAM, the
President and the treasurer have been signatories to our checks. It should
remain so.   Some organisations do add a third person in case of emergency
where the regular two could not function for any reason.  I do not know why
it became a problem in 2001.

NOTE:

I will like to add that the problem of AAM is not her constitution.  It is
the refusal of some people to follow the provisions in the constitution.
The president of an association is the CEO ( chief Executive ) for the year
he is there. But when his authority is being challenged or undermined by
individuals for no just cause, the result is bickering and chaos.  I HAVE
BEEN THERE!!!

Another problem is the tendency for us to initiate last minutes changes in
election regulations in order to have a particular candidate elected.  When
we get away for these practices, we will find that AAM's constitution though
not perfect, is not bad either.

"When an elder sees danger, he has a resposibility to warn the younger ones.
If they refuse to listen to the advice of the elder, what ever repercusion
arises there from, becomes their problem.   But if the elder keeps quiet ,
it is that  silence that will kill him," an African proverb.
