The Power Supply of AT and ATX type have different output slots!
Therefore check the mobo manual (some mobo has two slots for
different power supply).
In your case try first to unplug modem.
You should use only the same parameters power supply to check mobo working.
If all is OK , then you can inspect your burned power sypply. Try to
unplug power supply from the tower. Open the upper case and
check for burned elements (resistors, capacitors, etc.).
