  A problem that manifests only during cold boots *sounds* like a
failing or inadequate power supply.  Many electromechanical devices,
such as hard drives, require a bit more power to bring up from a
standing start than to do a reset, and it may be that the sum of
these demands is just a bit more than the supply can handle.
  Replacement power supplies are, depending on capacity and features,
generally in the neighborhood of $30-60.  I look for one that is UL
approved, and maybe 10% greater wattage than the unit I'm replacing.
