Wisconsin state agencies settle discrimination cases that they are going to
lose.  This way Wisconsin state agencies can fraudulently boast that they
have never been convicted of discrimination.

I knew that the cigarette and auto industries vigorously fought lawsuits.
Therefore, it was virtually impossible to win a lawsuit against these two
industries. And, on the rare occasion that someone was going to win a
lawsuit, the industry would settle and seal the records.

Through open records requests, I discovered that 100% of the time the
Wisconsin Department of Public Instruction (DPI) and the Wisconsin
Personnel commission (PC) did not find in favor of the complainants in
racial discrimination suits, but there were settlements.

Through an open records request of the PC, I requested copies of the
settlements.  Of the first six settlements I received, 5 of the
complainants won.  Of the next 30 settlements I received, 28 complainants
won.  And in each settlement, the state agency stated that they admitted to
no wrongdoing.

Therefore, the PC is conspiring with state agencies to hide the racial
discrimination of state agencies.  When state agencies know they will lose
the suit, they settle stating that they do not admit to wrongdoing.
